Piwik PRO began as a commercial fork of the Matomo lineage and has since diverged into a genuine enterprise product. People confuse them constantly, and the confusion matters because they are now aimed at completely different buyers.
Matomo is free software you operate. Piwik PRO is an enterprise platform you buy, with consent management, tag management and a customer data platform alongside the analytics.
The verdict
It depends on whether you need governance features or governance habits.
Take Piwik PRO if your analytics choice has to survive a data protection audit. Built-in consent management, granular retention and anonymisation controls, enterprise access management, and hosting in the EU, the US or on your own infrastructure. For hospitals, banks, government departments and anybody whose DPO has veto power, that combination is what procurement asks for and it is worth paying for. Enterprise pricing is quoted rather than published.
Take Matomo if you want the analytical depth without the enterprise apparatus. Self-hosted it is free, the data never leaves your building, and the feature set runs to funnels, flows, A/B testing, attribution, heatmaps, session recording and a tag manager. You provide the operations and the governance process yourself.
The free Piwik PRO Core tier exists but has a monthly action limit low enough that a real organisation passes it quickly, so treat it as an evaluation rather than a plan.
